NOTICE IS HEREBY GIVEN that the City of Northfield seeks proposals, pursuant to NJSA 19:44A-20.4 and under a FAIR AND OPEN PROCESS for the following professional services for the period of 1/1/2020 through 12/31/2021: Bond Counsel, Municipal Solicitor, Labor Relations Attorney, Municipal Land Surveyor, Municipal Auditor, Risk Management Consultant, Tax Appeal Attorney; and Municipal Engineer. Information regarding the criteria that will be used for the basis of the award and minimum qualifications which must be addressed in response to this solicitation may be obtained by contacting the office of the Municipal Clerk at 609-641-2832, extension 123 or at Sealed proposals will be accepted up until 12:00pm on November 26, 2019, in the office of the Municipal Clerk at 1600 Shore Road, Northfield, NJ 08225. Thereafter, the Common Council of the City of Northfield shall publicly select the professionals for the City positions listed above, which selection shall be confirmed and/or approved as required by law. Notice is hereby given that sealed bids for the located in the City of Northfield, Atlantic County, New Jersey will be received at the Municipal Clerk?s Office, City of Northfield City Hall, 1600 Shore Road, Northfield, NJ until November 21, 2019 at 3:00 p.m. prevailing time, at which time they will be publicly opened and read. Bids will be accepted from any company or firm meeting the contract document provisions. Contract documents may be examined and obtained at the City Engineer's Office, Schaeffer Nassar Scheidegg Consulting Engineers, LLC, 1425 Cantillon Boulevard, Mays Landing, New Jersey, (609) 625-7400, Monday through Thursday from 8:00 a.m. to 5:00 p.m., and may be examined, but not obtained, at the City Clerk's Office during regular business hours. A non-refundable fee of $75.00 per set will be required. If mailed, via USPS, an additional payment of $25.00 will be required. Monies are non-refundable and checks are to be made payable to Schaeffer Nassar Scheidegg Consulting Engineers, LLC. Bids must be made on the Bid Proposal Form contained in Section 3 of the Technical Bid Specifications and must be enclosed in a sealed envelope plainly marked ?GENERAL REPAIRS AND CONSTRUCTION OF SANITARY SEWER & STORMWATER FACILITIES? and bearing the name and address of the Bidder clearly marked on the outside. The work in the contract is generally described as an on call contract to construct sanitary sewer laterals, small sanitary sewer system repair projects, and emergency repairs and for general repairs, maintenance and emergency repairs for items that relate to stormwater facilities. Stormwater facilities include all types of systems to transfer or store stormwater; it is not limited to stormwater pipes and/or structures but also roadways and all types of swales, berms and gutters. Work could include replacing / repairing stormwater pipe, catch basins/inlets, inlet grates, curb pieces, road repairs (such as potholes) or other related small items and emergency repairs. The project may include some other miscellaneous items that will be required to complete the project. The contract will be a two-year contract. Each Proposal submitted shall be accompanied by a Certified Check, Cashier?s Check or Bid Bond, in an amount not less than ten (10%) percent of the amount bid for the project, but in no case in excess of $20,000.00, and should be made payable to the City of Northfield with a letter of surety. Pursuant to N.J.S.A. 34:11-56.25 et seq., Contractor shall adhere to all requirements of the New Jersey Prevailing Wage Act, and will be required to submit a certified payroll record to the City of Northfield within ten (10) days of the payment of the wages, and must obtain and submit all subcontractors? certified payroll records within the aforementioned time period. The required form to be used is available at During the performance of this Contract, the Contractor agrees to comply with the requirements of Affirmative Action Regulations, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. The City of Northfield reserves the right to reject any or all Proposals and to waive any informalities or irregularities in the bids received and accept same if deemed in the best interests of the citizens of the City of Northfield.
