
GENERAL REPAIRS AND CONSTRUCTION OF SANITARY & STORMWATER FACILITES
Notice is hereby given that sealed proposals will be received by the Clerk, City of Northfield, Atlantic County, New Jersey for the GENERAL REPAIRS AND CONSTRUCTION OF SANITARY & STORMWATER FACILITES, opened and read in public at the City of Northfield Council Chambers, 1600 Shore Road, Northfield, New Jersey 08225 on February 6, 2026 at 10 a.m. prevailing time for:
GENERAL REPAIRS AND CONSTRUCTION OF SANITARY & STORMWATER FACILITIES
Bid Documents and Drawings for the proposed work. which have been prepared by DeBlasio & Associates, P.C., are available at the office of said Engineer at 4701 New Jersey Avenue, Wildwood, New Jersey 08260, and may be inspected by prospective bidders during business hours, and may be examined, but not obtained, at the City Clerk's Office during regular business hours.
Bidders will be furnished with a copy of the Bid Documents by request upon proper notice and payment of a non-refundable charge of $75.00 payable to DeBlasio & Associates, P.C., for reproduction and processing.
The work in the contract is generally described as an on-call contract to construct sanitary sewer laterals, small sanitary sewer system repair projects, and emergency repairs of the sanitary sewer system, and for general repairs, maintenance, and emergency repairs for items that relate to stormwater facilities. Stormwater facilities include all types of systems to transfer or store stormwater; it is not limited to stormwater pipes and/ or structures but also roadways and all types of swales, berms, and gutters. Work could include replacing/ repairing stormwater pipe, catch basins / inlets, inlet grates, curb pieces, road repairs (such as potholes) or other related small items and emergency repairs. The project may include some other miscellaneous items that will be required to complete the project. The contract will be a two-year contract.
Proposals must be made on the standard Proposal Forms in the manner designated in the Bid Documents, must be enclosed in sealed envelopes bearing the name and address of the Bidder, and the name of the work on the outside addressed to Mary Canesi, Clerk, City of Northfield and must be accompanied by a statement of Consent of Surety from a surety company authorized to do business in the State of New Jersey and acceptable to the City and either a Bid Bond, Certified or Cashier's Check drawn to the order of the City of Northfield for not less than ten percent (10%) of the amount bid, except that the check need not exceed $20,000.00. The successful bidder is hereby notified that a performance bond for the full amount of the project is required.
The successful bidder will be required to execute a contract for the performance of the said work or the furnishing of said material or both, as the case may be, and a surety bond to be executed by a reliable surety company in a sum equal to the amount of the contract price for said work and/or material, guaranteeing the performance of the contract, which surety bond and contract shall be approved as to form and execution by the City Solicitor.
The bidders shall also be required to comply with the following:
A. Affirmative Action requirements (N.J.S.A. 10:5-31 et. seq. and N.J.A.C. 17:27).
B. Certification Pursuant to P.L. 2012, C.25 (no investment activities in Iranian financial or energy sectors)
C. The provisions of the New Jersey Prevailing Wage Act (N.J.S.A. 34:11-56.25 et. seq).
D. Americans with Disability Act of 1990, Title II (42 U.S.C. S121 01).
E. Worker and Community Right-to-Know Act (N.J.S.A. 34:5A-1).
F. Stockholder Disclosure Certification (P.L. 1977, C.33, N.J.S.A. 52:25- 24.2).
G. Business Registration Certification (N.J.S.A. 52:32-44).
H. Public Works Contractors Registration (N.J.S.A. 34:11-56.48).
I. Consent of Surety (N.J.S.A. 40A:11 -22).
J. Addendum Acknowledgement (N.J.S.A. 40A:1 �1-23c. 1), 2) &3)).
K. Subcontractors List (N.J.S.A. 40A:11-16).
The award of the contract for this project will not be made until the necessary funds have been provided by the City of Northfield in a lawful manner. The City of Northfield reserves the right to consider the bids for sixty (60) days after the receipt of said bids. The City of Northfield also reserves the right to reject any or all bids or to waive any informalities in the best interest of the City of Northfield.
Each proposal and bid must be submitted in accordance with the terms of the aforesaid specifications, must be made on standard proposal forms contained in the bid documents and shall be delivered to the place and hour mentioned above.
Pursuant to N.J.S.A. 34:11-56.25 et seq., Contractor shall adhere to all requirements of the New Jersey Prevailing Wage Act, and will be required to submit a certified payroll record to the City of Northfield within ten (10) days of the Payment of the wages, and must obtain and submit all subcontractors' certified payroll records within the aforementioned time period. During the performance of this Contract, the Contractor agrees to comply with the requirements of Affirmative Action Regulations, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.
